Starting January 1, 2027, a new federal program will change the funding landscape for Catholic schools nationwide. The Education Freedom Tax Credit (EFTC), part of the 2025 federal tax reconciliation act, will allow individual taxpayers to donate up to $1,700 per year to certified Scholarship Granting Organizations (SGOs) and receive a dollar-for-dollar federal tax credit in return. Those SGOs then use the funds to provide K-12 scholarships to eligible families, with projections estimating over $24 billion in new annual scholarship funding once the program is fully underway.
This isn’t a small pilot program. Analysts estimate roughly 90 percent of K-12 students nationwide, those from households earning up to 300 percent of their area’s median income will qualify for EFTC-funded scholarships. As of July 22, 2026, 31 states had indicated they would participate in the program, with governors required to renew that opt-in annually each January 1.
Why This Matters for Catholic Schools Now
The EFTC won’t run itself, and it won’t run automatically in every school’s favor. To benefit, you need to be connected to a certified SGO. SGOs must meet strict federal requirements: 501(c)(3) status, at least 90 percent of contributions spent directly on scholarships, and annual certification through the Treasury.
That means the schools and dioceses that start preparing now, well before the 2027 start date, will be the ones positioned to capture this funding first. Waiting until the program launches to figure out the process risks missing a critical head start.
How DAST Helps You Prepare: the NCEA Data Dashboard and El Dorado
DAST has already built the infrastructure to help you navigate this kind of complexity. DAST has helped schools secure over $30 million in funding and is recognized as the first Education Funding Platform (EFP) built specifically for the Catholic school market.
The NCEA Data Dashboard allows schools to manage data that can be used to secure funding. For schools and dioceses that already have an SGO relationship in place, the challenge shifts from access to management, tracking enrollment data, demonstrating eligibility, and reporting compliance across potentially dozens or hundreds of schools. That’s where the NCEA Data Dashboard, DAST’s data collection and reporting platform, comes in. It replaces manual data collection with secure digital forms, role-based access for school admins, diocesan reviewers, national administrators, and real-time dashboards for enrollment, staffing, and demographic reporting, turning what used to be a scramble at reporting deadlines into a continuous, transparent process.
El Dorado’s guided Find → Get → Spend process already helps schools identify and manage funding across Title I-IV programs, E-Rate, and state grants, and is expanding to guide schools through EFTC readiness, including partnering with an SGO.
Together, the NCEA Data Dashboard and El Dorado give Catholic school communities a complete path: identify and secure EFTC funding, then manage and report on it with confidence, all without needing to build that infrastructure internally.
A Note for NCEA Members
Schools affiliated with NCEA already have a head start: NCEA members receive free access to El Dorado’s core tools, including state-specific funding program information, the funding estimator, and demographic dashboards, a resource worth activating well ahead of 2027.
The window is opening. Don’t wait to unlock this opportunity.
The EFTC represents one of the most significant new federal funding opportunities Catholic schools have seen in years, but the schools that prepare today will be the ones best positioned when it opens. DAST is ready to help you get there.
